Some people believe that. And there is, I believe, some truth to it on a psychological, societal, and mystical level. One of Gandhi’s biggest arguments against violence was, do you want the people who use violence to be your next leaders?
But I also believe we need to move away from good/bad dichotomies. When an experienced magician sends out destructive energies, they make sure that the energy returns to them in a beneficial manner. Not all destruction is evil. There are things about myself I need to destroy to be a better person. Not all fear is bad. Sometimes fear is justified. This is why a proper regiment of banishing and meditation are essential.
Personally, I never directly attack people with magick. I will attack institutions, but not the members. Will people get hurt in the crossfire? Yes, possibly. But there is no clean destruction. The only thing you can do is not target civilians.
At some point, remaining silent only aids those who would cause suffering. One way or another, you must take action to avoid being complicit in subjugating the people. Choose wisely. I recommend action that you control, not actions that are forced on you.
